This year we have excluded service charges from the table.
Data (from the Regulator of Social Housing) shows that the average housing association service charge for housing association homes in London was £13.01 in 2020/21. We haven’t, as yet, been able to get average council service charges in London.
We note that while ‘Affordable Rent’ homes include service charges, ‘London Affordable Rents’ are exclusive of service charges.
When we asked the Ministry of Housing, Communities and Local Government (now called the Department of Levelling-Up, Housing and Communities) why, as an affordable rent product, London Affordable Rent did not include service charges, we were told that this was down to the negotiation they had with the Mayor of London.
In 2016-20 the Mayor of London’s grant funding went to delivering London Affordable Rent homes, rather than social rented, despite him and many of the boroughs describing it as social rented or much the same as social rented homes.
